The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of opposing developments captured the grim essence of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are delivered from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership clearly shows the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from across the border, a capability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems thundered: defensive missiles deployed against a incoming threat. This was a advanced protection mechanism at work, presumably provided by Western nations. Every launch jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: possibly the hostile projectile won't cause damage this time, protecting urban areas from devastation and additional electricity failures.

Ongoing Risks

Following this, a heavy machine gun opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

Intermittently, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, devastation and utility failures in numerous residences as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those 24 hours encapsulated Ukraine's essential dependence on external assistance – a reliance that neighboring countries are demonstrably unable to replace in the immediate future.

Ineffective Peace Efforts

The 28-point plan from American leadership provoked deep reactions, debate and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from Washington unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This pattern will, undoubtedly, persist.

Tactical Assessments

It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is impossible to pressure the Kremlin to relinquish the land that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but preventing a complete military breakdown until conditions improve in its advantage.

Current Realities

Objectively, there are no genuine requirements for a ceasefire. Now, personal considerations are coming into play: personal goals to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will alter their fundamental strategy.

These two forces are guiding negotiations.

Conclusion and Outlook

It took a mere seven days to terminate the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are based on Russian demands and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
